KellyBiographical information, the full text of a vital address and a recent article are included in the following pages: Personal Note It was my privilege, in my capacity as an administrator at Santa Barbara City College, to work closely with Frank for twelve years. In that period Frank served as Vice President at the Center for the Study of Democratic Institutions. We worked as a team to invite great scholars, presidential candidates, governors, congressmen, and other political figures to Santa Barbara for daytime dialogues with the Fellows at the Center, and evening lectures for Santa Barbara community audiences. We created an arrangement of co-sponsorship that enhanced the reputations of our respective institutions and enriched the cultural life of our community.
